Once upon a time, Dominion Energy, a huge utility company headquartered in Richmond, Virginia, with customers in a number of states, had a plan to build four small “peaker” electric generating plants in Chester County, VA, a Richmond suburb. Then COVID hit, and the plan went on hold. Dominion recently dusted off its plan and announced it would seek state approval for its Chesterfield Energy Reliability Center in the James River Industrial Center. The project includes building four 250-megawatt gas-fired power plants (1,000 MW total) that can jump into action during the coldest and hottest days of the year to help supply enough electricity for 250,000 homes.
